2024 HISA Town Hall: Revised Racetrack Safety Rules

<p>On November 15, HISA conducted its second virtual Town Hall. Following the <a href="https://hisaus.org/resources/hisa-town-hall-replay-answering-your-admc-questions">inaugural Town Hall in September</a> focused on answering racing participants’ questions about HISA’s Anti-Doping and Medication Control (ADMC) Program, HISA and HIWU leadership hosted a second Town Hall on the same topic to provide another opportunity to answer key questions. HISA CEO Lisa Lazarus, Horseracing &amp; Integrity Welfare Unit (HIWU) Executive Director Ben Mosier, and HIWU Chief of Science Dr. Mary Scollay took questions on topics ranging from recent proposed changes to HISA’s ADMC rules, to the Atypical Findings Policy, to the origins of HISA’s partnership with Drug Free Sport International.</p>

Racetracks are expected to have separate response procedures in place, with a different set of emergency medical services, for incidents that occur in the grandstand, any casino, if applicable, and other public areas; such procedures are outside the scope of this document.</p>

HISA Equine Health Advisory: Risk Factors and Prevention of Proximal Forelimb (“Shoulder”) Fractures in Thoroughbreds

<p>The Internal Adjudication Panel (IAP) is responsible for hearing Rule Violation Cases under HISA’s Rule 2000 Series and Rule 8000 Series.</p>
<p>IAP members are appointed by mutual agreement of HISA and HIWU for four-year terms and serve as independent contractors to both entities. The individuals, which include state stewards, are selected for their deep equine regulatory experience. State stewards are prohibited from participating in cases originating in their state of employment. All members of the IAP will receive training on HISA’s adjudication processes before they can hear cases and must complete continuing education on an annual basis to maintain their eligibility to serve.</p>
<p>Those who are interested in applying for the IAP should submit a cover letter, resume and list of references to Samuel.Reinhardt@hisaus.org with a subject line of “Internal Adjudication Panel.”</p>

Internal Adjudication Panel

<p><em>Effective July 8, 2024 – Additional Information about Intra-Articular Injections</em></p>
<p><strong>Rule 2271(a) reads:</strong></p>
<p>(11) except as set forth in Rule 2271(a)(12), any Covered Horse treated with any intra-articular injection of any joint shall not be permitted to perform a Workout for 7 days following treatment or participate in a Covered Horserace for 14 days following treatment.</p>
<p>(12) notwithstanding Rule 2271(a)(11) and Rule 4222, any Covered Horse treated with any corticosteroid intra-articular injection of the metacarpophalangeal or metatarsophalangeal joint shall not be permitted to perform a Workout for 14 days following treatment or participate in a Covered Horserace for 30 days following treatment.</p>
<p>Further, Rule 4224 reads: “Intra-articular injections of polyacrylamide hydrogels are prohibited within 180 days prior to Post-Time.”</p>
<p>The prohibitions in Rule 2271(a)(11) and (12) apply to substances injected into any articular space, including, but not limited to, the following:</p>
<ul>
<li>Orthobiologics (such as IRAP, PRP, stem cell therapy)</li>
<li>Corticosteroids (such as betamethasone, triamcinolone, isoflupredone)</li>
<li>Hyaluronic Acid (HA) products (such as Legend I.A., Hy-Visc, Hylartin)</li>
<li>Antibiotics</li>
<li>Medical devices (such as Spryng)</li>
<li>Anesthetics (such as mepivacaine)</li>
</ul>
<p>The intra-articular administration of any Banned Substance, such as stanozolol, constitutes an Anti-Doping Rule Violation.</p>
<p>These stand-down times do NOT apply to injections in or around the following structures:</p>
<ul>
<li>Sacro-iliac areas</li>
<li>Bursae</li>
<li>“Splints”</li>
<li>Proximal suspensories</li>
<li>Tendon sheaths</li>
<li>Epaxial muscle</li>
</ul>
<p>Injections in or around these structures will be regulated through testing under HISA’s Anti-Doping and Medication Control Program.  For many of these administrations, a withdrawal interval greater than 14 days may be necessary to avoid detection in a treated horse’s collected sample. </p>
